Sometimes they extend their contract , but they do have to leave for for a month to get the money. Japan is making sure everybody is keeping their part of the deal. Why can't we have it here? Well.. Arguably Nova Scotia had the advantage of being a eastern port with the potential to be greater GDP than Manhattan. Many people blame its zero or negative growth on restrictive immigration policy, whereas the USA pretty much just let everyone in. Mind you, nowadays you need to be making about $140,000 USD to survive as a renter in Manhattan, so - maybe it was the correct move.
