Because the fees these institutions are asking for can only be paid by Indian/Chinese parents. The real question is, is the proportion of the people who is dishonest is same in all international students regardless of their country or not? These people spends tonnes of money not for the non value diploma Canada offers but the chance of permanently staying in Canada and will be dishonest to make that happen.
