I highly recommend to learn french but it still possible without it. Most of people born in Quebec like me got to learn english, being surrounded by english nations don't give to much choices, need to learn english to get better careers. Most provinces are safe and most of the city dwellers are nnot afraid to take advantage of the nightlife, but wherever you live people are aware to stay away from certain areas at night.
