In other countries it is not and mainly because if you are a foreigner you will always be a foreigner so things are clear from the start . \nSo as a foreigner you will have to put your kids in private schools , get a private health insurance etc …basically you will have to do what the wealthy locals are doing , difference is that they could use the public services but they don’t . \nAnd so for if you cannot afford to bring your family (also the type of visa you get will tell you if you can ) then you come by yourself , make your money and go back home . Because of the aging population demographics declining birth rates governments in every country are in short supply of young people. Less and less young people and more and more aging older people. Big difference, the former is irrational and most Canadians bear no ill feelings towards immigrants, especially refugees. The latter is about rationality, not letting emotions dictate national policy. No one will argue that unlimited empathy towards your own children is the most desirable practice of parenthood.
