Small numbers of immigrants that assimilate into your culture that don't require a lot of social services can be absorbed into the social fabric of a town, city, or country. Massive influx of foreigners don't speak your language and require years of social benefits that they don't pay in to, rapidly turn the existing population hostile. Some people go here because their education is wasted in their home country, some people even prepare to avoid the culture shocks, or already have family living there.
