I would venture to suggest that part of the problem is one of language barrier? He's been in the US for 15 years and he's been in Canada for 2, and even now, he doesn't speak or understand a word of English! If he desires to live in Quebec later, he will also need to speak French? He really won't go far in any English/French language country, if, after all that time, he hasn't mastered the most basic terms in anything but Spanish!

I feel for Jose, yet I wonder why he is not angry with his own government, with his own country for making him feel it was impossible for him to live and work in his own country. Instead of trying to skirt the system and the legal process, he may have had a better chance just doing things legally in the first place. It's actually really hard to sneak into Canada. On both sides they have lots of border patrol and really strict check points. Hell you need a passport to get in there now! You used to be able to get in with a licence only! I used to go there as a kid to drink beer. Anyhow my buddy got denied access for having an old dwi on his record.

They should be found immediately, arrested and subsequently deported back to the US to face whatever charges, and then deported back to his home country... Period...
