There is Safe Third Country Agreement between the US and Canada. Therefore the law says you are required to claim refugee status in the first country you land in. With that being said he landed in the US first and probably applied for status there. This is a strong deciding factor for the government's decision process amongst other factors. I'm a refugee in Canada since 1999 and because I don't have two peices of id I can't do anything. Can't get a driver's licence, have a sin card but can't work and noone helps you fix your situation. Its bullshit nothing gets done without paying a lawyer
