I think the government knew about it a lot earlier but chose to ignore it. Many people even still commit visa fraud to gain entry. And here I am watching this after I arrived home in the Philippines after a 2 years work permit and contract in Edmonton Alberta when my work permit renewal was rejected by immigration Canada and there is this fraud immigration thing.
