I've never lived anywhere where everyone pays the same rent regardless of how many years or days they've been there. It has to do with supply and demand the second guy got a higher price because the demand was up for just a few apartments. If you took the same three guys with a hundred other guys to an apartment complex that was at 50% capacity they would all be quartered the same price most likely. People rent apartments to make a profit. When you fly you'll notice that nobody plays the same price to ride in the same plane at the same time.
