So how exactly are they coming into NY? Northern Border has the Great Lakes and Lawrence River so they can only come across from the Port of Entry at Niagara Falls. And there they are very strict ( at least in my time) about entry. The only other way they could come across by land is from other states far to the West.

You have the St Lawrence, the Great Lakes, Forests that are no fun to try and cross, the badlands then mountains.
