I thought this was not possible to impose this without voting it properly if national security is not a real threat under the US constitution... To my mind, Trump would have started the trade war with Canada no matter what measures Canada undertakes. My guess is the underlying motive behind the whole theatre is to somehow pressurize Canada into complete submission. Remember his comments about Canada should become the 51st state?
