Of course, if you're successful elsewhere, why discard it to move to the West? Otherwise, this guy isn't saying wnything that's not alreeady known! TLDR the US immigration system works overwhelmingly in the American's interest. The Canadian one, not so much, as it does not put Canadian workers as first priority with the lack of a PERM labour certificate system.
