Unfortunately, Montreal is going down too... Been here for 18 years and it's getting worse (lots of road work, homelessness, opioid crisis, rental prices increasing (which fuels the homelessness crisis..) I don't go downtown anymore, it sucks and I don't feel safe. Even the Plateau neighborhood where I live now has a lot of homeless people, needles found in parks, HUMAN poo found in the same parks...). A lot of shops and restaurants are closing too... It's sad! I never thought i'd want to leave Montreal, it has a lot of great things but I want to feel safe when walking at night or taking public transportations...

Literally no one wants increased immigration, never mind the double record inflation the government is trying to force on the country right now

Increasing homelessness crime drugs and food prices. Bad policy are the major causes of this. 700 know tarriest deport them now . Criminal activity deport them now . Vote for tarriest liberals deport them now just kidding education if still want to destroy Canada and canadians then deport them.

Good solid takes on life in Canada as it stands in the larger cities. My family immigrated in the late 80s when I was a young child to YYZ and the housing prices and quality of living was really solid back then. We moved to YVR in the late 90s and prices seemed to be pretty stable as well. Think things started to change shortly after my undergrad years in the mid 2000s. Unfortunately, the government wanted to increase immigration which is great, but forgot to build out the transportation infrastructure and develop the health care system properly. Foreign credential recognition is really the biggest bottleneck for newcomers. Newcomer employment expectations and what is available to them is not really matching up, I know this first hand as I've worked in the employment enabling sector. Weather as you mentioned is subjective, I prefer the cold, clean crisp air here in Canada, I don't do well in the hot humid polluted weather in most East and Southeast Asian countries. Crime has definitely been on the rise as many people around me have had personal experiences with this topic. Finally housing, to live comfortably in YVR a family income of 150K is probably bare minimum these days.

The reason costs are going up is because of Capitalism, businesses taking advantage of crises to increase profits. If you want to control prices by Edict then get rid of the system. Until then, the private sector prevails. Live with it because that's what you asked for.

1) Toronto is poor value. Getting housing of any kind (buying or renting) is stupidly expensive. And the quality you get for the price is lousy. Especially the newer builds, which are just thrown up as quickly as possible and sold to investors. Policy measures generally all seem to serve to just inflate the price of housing further. The occasional lip service given to affordability is amusing, but ultimately sad. There are lots of people who really do not want the housing bubble to pop. They will fight against it with all they have.\n\n2) It has become kind of boring. There is lots to do if you have money, but it’s harder to find entertainment on a budget. Even the free stuff like parks are filling up. Stuff like sporting events, eating out, going out is very costly across the board. Even the “cheaper” stuff is expensive. It seems like a lot of local culture is disappearing. Even the cool neighbourhoods are filling up with the same chains. I think the high commercial rent and bureaucracy is deflating a lot of would-be entrepreneurs. Most landowners seem to just be banking on cashing out their land for condos.\n\n3) Canada overall has a high cost of living compared to salaries. In the US you can find lower cost of living areas that still give you a real city experience. And in Europe you can be poor but still live a decent, if no frills, life. In Canada the basic necessities are all expensive. Phone bills, grocery bills, rent, insurance are through the roof. Domestic travel is expensive. And the dollar sucks if you want to travel abroad. Health care is free but good luck finding a family doctor or waiting 8 hours in the ER these days. It’s expensive to be poor, or even middle class.\n\n4) Most of the Greater Toronto Area, outside the core, is soulless suburbs with awful transit - very “American” except with worse traffic congestion. You will need a car, which is another huge cost. Row upon row of old cookie cutter suburbs with the same crappy houses. Good luck walking anywhere, and if you do you will need to walk down boring, treeless arterial roads with cars zooming past right beside you, and cross giant eight lane intersections that were never built for humans on foot. In a rainstorm or on a fall evening you have to be really careful not to be run over by aggressive drivers.\n\n5) It is hard to raise a family in an apartment here. You can do it but it’s not very easy, and also you are still kind of judged for it. Lots of young people are feeling stuck and are deferring or avoiding starting a family. Buying any type of house, even a basic townhouse, requires pledging your soul to a bank by taking a massive mortgage with eye watering debt in a volatile market. But few apartment buildings have the kind of sensible gentle density, the family unit sizes and the common amenities, like little courtyards with jungle gyms, that you might find in Europe. No one ever contemplated that anyone would ever desire to raise kids in an apartment. It’s just a cultural thing that has worked its way into how things are planned and designed.\n\n6) The transit system is ok by North American standards but awful by international standards. There are only two real subway lines, one stub line, one line that is permanently out of service after a derailment, and another line that was supposed to open a couple years ago but still has no date for opening. The subways go out of service frequently, sometimes for the dumbest reasons, and then it is a zoo of shuttle buses. The streetcars are nice but so slow. The buses are fine if you find yourself dreaming about riding a daily herky jerky rolling tin of sardines. They are building a lot of transit but it will take decades to get done.\n\n7) There is still a lot of cool multiculturalism and opportunities to experience different foods and cultures - one of the best things about Toronto. Increasingly though it seems to be losing the fun vibe of the 90s, when everyone celebrated each other’s backgrounds and was chill. It seems the immigration is not as broad based anymore and also people are importing a lot of their “old country” grievances here. The immigration system also kind of preys on people abroad by selling them a false fairy tale, so they end up dejected when they arrive and see how things really are.\n\n8) This one might be controversial but it’s kind of an ugly city. There’s nothing particularly of historical meaning or value. Some of the older neighbourhoods are kind of nice, but the last 25 years they have only built giant glass skyboxes, one after another. There aren’t the cool “missing middle” walkups like in NY, Chicago or Montreal (or even LA). There are very few buildings with much architectural character. Some of the buildings they deem “heritage” here are an embarrassment.\n\n9) For safety, honestly on this score I think Toronto is not bad. There are not too many real “ghettos” and it’s night and day compared to much of the US. With that said, there is more vagrancy and social issues these days, with tents and such. It’s very sad but the shelters are full, lots of homeless go into the libraries, parks and transit system. It does make it harder to enjoy these public amenities safely. It is nowhere close to Europe where you might let your kids run free around town. Canadian parents still helicopter their kids and the place again is not designed to really be safe for kids, in the same way as Europe.\n\n10) Finally, a bit of a double edged sword. Toronto had a lot of youthful energy - people coming here from all over. It is definitely not as sleepy as many parts of the world. With that said, it is becoming a bit of a transient place (minus the world class experiences like London or NY). If you are from elsewhere you might find it hard making and keeping friends. I’ve seen lots of people struggle because it’s is hard to build a strong social network. We have a very “shallow” culture here - people are extremely polite but not overly warm and hospitable. We treat one another kind of like neighbours - meaning we’d like to have a cordial, drama-free coexistence and otherwise kind of stick to ourselves.

Citizens of convenience. They just want the passport and other benefits. Just like the 400k in HK. when they get sick or old they will return for the health care and other benefits they did not contribute to. Canada needs to stop with immigration and move to an expat system. Immigrants since 2000 are a net loss. \nAnd also if they are here to change the canada into the country they left behind, no thanks. You can already see it happening with the increased corruption and crookedness and the breakdown of the honour system that much of canada was built on.

Citizens that were born here are thinking about leaving because of what Trudeau has turned this country into. With his blatant disregard for human and Charter rights, multiple scandals, ethics violations, conflicts of interest, corruption, the elimination of informed consent, propaganda and biased journalism, ridiculous woke ideology, crooked legal system, doubling of the housing market, massive increases in taxes and the cost of everything, homelessness and food bank usage at record highs, the educational system turned into crap, the list goes on and on.

Great Analysis - Straight to the point and many of the major issues are covered . \nGood point about the Canadian Banks - because of regulations , their leverage ratio was around 1 : 15 during the financial crisis , as such they remained reasonably stable during the financial crisis . \n\nAlso as mentioned , Canadian banks are all too willing to lend money for a $600,000 mortgage , but are reluctant \nto lend money for business - As small businesses are the job creators , this the banks are effectively helping to suppress income growth , while allowing housing prices to increase . \n\nTo add , as of 2023 , looking at Canada's M2 money supply , the BoC continues to print money to pay for our present government's out of control spending . This is of course is devaluing the Canadian dollar . So people are wanting to dump their Canadian fiat currency to buy assets that will hold their value . This too is pushing up the price of real estate . \n.

Why doesn’t the Canadian government focus on its own citizens to grow the population and economy if that is their major goal. Why not make it more affordable for young Canadians to start a family? We spend $6B a year on bringing in immigrants, why not increase the child benefit with these funds? Why not teach good family values in Canadian schools and promote healthy relationships? Instead our government lets in young adults who aren’t vetted and want to work in retail/tech and bring their parents their grandparents their uncles and aunts over from their home country who then live off of CPP after not paying one penny into it. (This is what I have seen in my town, may not be representative of all of Canada)

Canada has done a piss poor job historically in creating conditions where immigrants are recognized for the education and experience they bring in their own chosen professions. Among the many barriers is the question that is explicitly or implicitly asked - ‘What is your Canadian experience?’ The recertification process for a number of professions is arduous and designed to keep immigrants from picking up their professional careers. This country wants immigrants to fill jobs that are low paying and increasingly hard to fill with Canadians born here. \n\nAsk any immigrant who is a doctor, banker, architect, civil engineer and who had a high position and status in their home country which level they have been asked to start at - if at all given the opportunity- at the very bottom. \n\nThe skilled immigrant story is very different in the United States of America. Easy to certify and relicense, respect for experience already accumulated by the immigrant in home country.

Canada needs immigrants in order to thrive. Every country does. But to keep increasing the numbers to record levels when the country has a serious lack of affordable housing, galloping inflation, a health care system that is in crisis mode and a government that does not recognize professionals' foreign credentials is frankly ridiculous. Heard a man say the other day that if you want a doctor in Canada, hail a cab.

I honestly don’t see how increasing numbers of newcomers and international students could help build more houses in Canada. The point based immigration system has nothing to do with construction or trades workers. You now need to have at least master’s or PhD degree, speak both English and French and have 3 years of skilled experience to be able to qualify for express entry in Ontario. Is that a profile of someone who wants to live here and build houses, seriously?

I wanted to start with the question of if Africans know that they are increasingly not wanted in Europe? That there is increasing sentiment against immigration and likely no jobs for them? No money for them? Wouldn't it make sense to look within Africa for opportunities?\nBut it seems Africa itself also has no home for these economic migrants, under the economic pressures stated, corruption, mismanagement, etc.

The problem is not immigration. During the pandemic there was no immigration for a few years, yet the price of the houses increased by about 20% a year or more. The problem is demand and demand is hugely increased by investors. Investors don't live in the place and in many cases they don't even rent the place. At lease half of those seeking to buy houses are investors. Therefore investors double the demand.\n\nHouses are limited supply whereas investors are numerous and have access to unlimited money either cash or loan from banks. We have created a housing market. It means we made it something like share market where everyone can put their money in it and buy as many as they want. During the pandemic demand for toilet paper became very high and there were limited supply. Supermarkets limited one or 2 packs per customer because it would be unfair for some to stack most of the papers and others have none. Some customers wanted to buy tons and fill their homes with toilet paper and they did. House and land is limited too. Why can't we do the same for homes? Demand is important and always going to be there from those who want to move there and live in it. Investors buy many homes and bid higher in value than normal people because they have more money and they know the price will rise. They raise the demand sky high. Specially if they're foreign investors. They can buy hundreds of apartments or houses and leave it empty.\n\nAs I mentioned, we do need certain amount of demand for housing and that demand is going to be always there by people who want to buy and live in it whether they're local or immigrants. However, when many investors come in and they have greed, the demand becomes sky high and the price will become so high that only investors can afford them. Rent also depends on the value of the property. The higher the price, the higher the rent. So the issue is investors. Too many of them with too much greed.

Pricing is not a Canadian specific problem. Look at anywhere people actually want to live in the US, it's essentially the same. LA and NY are just as expensive as Toronto. Only difference is there's less people in Canada that live in rural states like Iowa where everything is cheap because there isn't major city for hundreds of thousands of miles. This is all part of late stage capitalism and our inability to see past the short term. Corporations eventually take over if we don't do anything about it and everything becomes too expensive. People stop having kids so the government needs to increase immigration to support what few social systems we have left. 1. Canada's immigration is primarily skilled labour. Non- skilled labour is imported mostly from the Carribean countries especially Jamaica and you have to leave every year and come back in the next. So, that can be disruptive, but I've met Jamaican's who've been on those programs and done well as well as those who haven't.\n2. If you come to Canada illegally utakipata. Be prepared to hustle for long.\n3. Since Covid everything has become very expensive especially housing. \n4. The videos you've shown of people sleeping outside is because of an increase in the influx of refugees wanting to come to Canada. Refugee shelters are allocated money in the budget for what the Govt estimates will be the number of refugees they'll take in, but there's been an influx lately.\n- A point to note though, ALL refugees Canada received from Ukraine had jobs within 2 months. Why? very skilled labour.\n- Canada's refugee policy is much more lenient than in the US and thus most refugees have been coming to Canada even from the US. The US ones have since been blocked by an agreement signed by both countries.\n5. Are there jobs in Canada? YES, but they require certain skills. The good thing is that once you get one, its the beggining of good fortunes.\n6. If you have skilled qualifications, be prepared to start at a lower level than you are used to and claw your way up. Just don't expect to start where you left off. A Nigerian friend of mine who had performed several surgeries in Nigeria could not be hired until he went back to get certified here in Canada. He has since joined the medical field after going back to school.\n\nAll in all, research, research, research before you make any move.

I used to live maybe a block away from where you used to live in Toronto, I moved to a different city around the time that Rob Ford became mayor I can’t remember what year that was. We couldn’t afford to stay in Toronto after our landlord sold our unit and the new owners wanted to live there, so we moved to a more affordable city. I was really shocked at the massive increase in the number of homeless people in the city that weren’t able to find space at a shelter, I had to ask my sister if I had missed news of a reanimated occupy Wall Street movement, because that was the last time that I had seen that overwhelming a volume of displaced people camping in the parks. I hope that some sort of solution can be found to massively increase the quantity of safe warm and free to the occupant shelters in Toronto before winter.

This is the results of Governements “giving” money to “eveyone” (under certain wage) and mass immigration. Go ask someone at minimum wage in 2010 vs 2023 if they had or have a better life. Socialists wanted minimum wage increase and money for all. They never understood why Cubains, Venuzellains and others are espacing their countries. We are turning out juste like them. It’s not a post covid thing. it’s a government of canada thing. We’ve increased our population by 2.9% (over 1 million people )in the last year alone. It has to stop. Here in Nova Scotia our homeless rate has doubled since 2015…rent and home ownership In Halifax is almost impossible now. Tent cities are growing in Halifax like i’ve never witnessed before. In just 2 years our residents without a doctor went from 85k to 150k. And our government here in NS wants to double our population by 2060. ? And it’s damn near impossible to get a decent job ffs …wages are shit. Everyone’s getting poorer and our quality of life is getting worse.

Better opportunities in other countries,salaries are low and no real good jobs are here since the Americans are pulling out its too cold and RACISM rent is very expensive its very hard to make here and poverty is increasing no good opportunities are here for well educated people A lot of well educated people come here sponsor by company and they said they dont have any money to continue to pay them well qualify doctor he works in England and America and want a experience the hospital could not find work for him he was a highly qualify doctor even the refugees dont want to come to canada they said they hear life is very hard in Canada is when the top countries is full they reluctantly come here no real good opportunities is here a lot of people dont want to come here

Yes actually I do have a comment or two. I think that Toronto has become the victim of either its own success as a multicultural, diverse and growing metropolis or the perceived idea that Toronto is the place to be. And what that brings with it? Yes, people who are interested in living the life and those who can afford it pay it. You said it very well, the city has become unaffordable to most people but the wealthy or at least those who are getting paid the best salaries and those who bank on real estate take advantage of this, be it the hype or reality since also, most job opportunities are still there. So to me the problem is with the lack of contro of the real estate market. And people who cant pay but for whatever reason live there just have to pay the price. The refugee situation is not surprising to me at all. We are struggling with affordable housing for crying out loud but we are also advertising to the world that we are that welcoming and peaceful society that those people can be part of. But at what cost. Toronto cannot continue like this if it will still be considered as a city for the people and not the wealthy and chronically increasing poor. No wonder they chose a progressive for a mayor and not a conservative or hard line liberal because people want change but not radically. People want to live in the best city they can having all necessary services and in peace and safety. So, there are so maby layers to pill here but again, the main reason why things have gotten the way they are is because they let real estate run unleashed. All the best, Alina.

When I was young I used to fantasise about going to Toronto Canada as I have some cousins who lived there. Today this makes me quite sad but it is a similar situation here in Sydney Australia but a few years behind you guys but affordable housing is a big issue and a small but growing homeless issue Rising. We don't have the extreme random violence like in Canada but stuff like that does happen in all major industrialised cities around the world. Growing population without good healthcare and infrastructure is a major issue in a lot of big cities around the world.\nWe have a government that wants to increase the population and at the same time acknowledge the fact that we don't have the infrastructure to cope for that and also squeezing that big population in a smaller and smaller space of course causing greater mental issues as a result

It's a shit-hole actually, unless you have the significant wealth to live behind the iron gates of the Bridle Path, Forest Hill or Rosedale. \nSecondly, the increase in crime is a direct correlation to unfettered and unchecked immigration policies of Liberal socialist governments who continually keep the flood gates open for the undesirable and criminal elements who bring their mentality from off-shore. \nThirdly, the lack of public resources for those suffering from mental health issues is a direct correlation to the disastrous policies in the 1970's of closing of virtually every institution in Canada who dealt with those who needed help. We were told the institutions were trampling on the rights and freedoms these Canadians. Today, there is simply no where for those to turn for help. And politicians of every stripe don't want to touch the issue with a 10-foot pole. Have a look at Vancouver's Downtown East Side - it is an apocalypse of a horrible social experiment gone wrong. The same is happening in Toronto, and even my hometown not far down the 401. \nFourthly, inflation and excessive income tax is a silent killer of hopes, dreams, aspirations and communities. \nI applaud your decision to look elsewhere for your new home base!

Oh and don’t forget that one particular province still has a sizeable proportion that wants to secede. Toronto does not represent the rest of the country. Quebec has a first right of refusal if the person doesn’t speak French. But usually Ottawa deports the ones that have integrated perfectly into Quebec society. Ottawa doesn’t want Quebec to leave and thus has played the immigration game to increase its supporters via new arrivals. There has always been two countries in Canada, and the English speaking one has always tried to drown out the French speaking one. For over 150 years, French speaking immigrants were banned from entering the country. You can thank the American revolution political refugees for that.

Why is this happening you say. I can tell you probably what I think why this is happening and that is our president's open boarder policy. So all these people are trying to enter the United States with just the clothes on their backs. They want the American dream. Do they realize in order to have the American dream you have to work for it. I'm pretty sure it's going to be very hard for them to survive. They probably don't speak English. These things alone are a recipe for disaster. Our crim rate is going to astronomically increase due to the fact they have to work and last time I checked you have to be an American citizen to work here. First off they would have taxes there for you need a social security card. It's going to be and is a nightmare

The problem with Canada? Too much socialism, regulation and taxation.\nAs the government fails at socialism (as all governments do) , they start to spend more, getting increasingly greedy for people's money. As this happens the public notices that they aren't doing so well, and start to place blame on the rich.\nThe government happily increases taxes on businesses.\n\nBusinesses in response either;\n- Close down\n- Increase prices\n- Cut jobs\n- Reduce wages\n- Move overseas\n\nIncreasing taxes on Businesses has resulted on less money than the government expected, but the government doesn't want to reduce spending...so they increase taxes on everyone else.\n\nThis is what's happened on so many western countries.\n\nBut lets bring on that global corporation and wealth tax! What could go wrong?!

Aside from what was said (making more money), other reasons why many immigrants would fight tooth and nail to get U.S. citizenship are the fact that the U.S. has a bigger and wealthier population, which translates to American companies getting more investment money. And in turn, are alot more willing to invest more of that money into their employers. Other underlying reasons include an overall warmer climate, rich pay less taxes, and the fact that an immigrant finally obtaining U.S. citizenship is considered a status symbol. \n\nAnd there are other reasons why Canada government is far more immigrant friendly. The government wants to increase their country's population to at least 100 million, and that isn't possible with Canada being one of the numerous countries experiencing a decline in baby's being born. And the new immigrants are to hopefully prevent the time in the future when Canada has too many old people, but not enough caretakers and young people to tax.

This is crazy , wonder why the drug problem is rampant in our country ? Wonder why there is a 300% increase in crime in the cities ? Wonder why there is a housing crisis ? Wonder why our country is falling apart at the seams ? HERE IS THE REASON ! Now ….HERE IS THE SOLUTION …#1 You want citizenship here ? You are immediately enlisted in the armed forces for a minimum of 4 years .#2 You are sent to school in the military to read and write english . #3 If you refuse to swear allegiance and enlist ( you are not given visa , green card status ) nothing …you go home . #4 if you have a felony criminal record …you go home ….#5 sex offender ? Canadian here. I will just say, after our pop increased by 1mil last year due to immigration (including foreign students that still drive up housing as they need to be housed), I can tell that the approval of our current immigration rates are a bit too generous. Maybe the survey was taken only in downtown areas of Toronto or Vancouver, so its really only asking other immigrants if immigration is chill, but that isnt the consensus of the nation. We dont make more than Americans, but we are taxed more (aka why we want more immigrants to get more tax $), and everything costs more here: from housing to food to energy. Its driven up by the current unsustainable immigration quotas. I myself an am immigrant, but when my family and I immigrated 23 years ago, we only took in 20 000 people a year. I wouldnt have an issue on this at all if we were building enough. Enough housing and transit for everyone. enough good paying jobs for all these newcomers. But these people (with excellent degrees) are lied to at the border with a false promise of prosperity, and just end up being uber drivers to make ends meet. Its a truly broken system. If you arent making 150k/year, you are very much considered lower--middle class.

We need the American immigration system in Canada. We need to set a quota on how many people from a given country can receive a green card. All you see now in the GTA and Vancouver are Indians. As a Canadian I can say that the #1 Canadian person who moves to USA is our medical staff. Nurses and doctors make much more in the states many people get educated and get some experience in Canada and then move to USA for the increased income. It's a bummer because in my small town there aren't many family doctors and many people don't have a family doctor and won't for years because of the doctor shortage at least in BC but I think it's a Canada wide issue. I am lucky to have a doctor who wants to live in a small town and help people, he is from south Africa ! ?

Close the border. Americans tax dollars shouldn't have to pay for refugees when they're struggling to get by themselves. People can't afford to go to college in the U.S., it's so expensive. Cost of living goes up all the time. I have multiple degrees and can't really find a job and when I do, they always want to pay very low and def much lower than they started your counterparts at. There's a ridiculous homeless issue in the U.S. where I've met plenty that apply for jobs all the time and do not get hired. They even ask random people if they can work for them just for food, literally just for food. There are people everywhere that take things for granted including the U.S. but that's not the issue here. There are U.S. leaders that steal your money in taxes and retirement funds then misuse the funds. How is it fair for a hard working individual to have 30% of their gross removed from there paycheck then still required to pay the government when filing income taxes. You can buy a house, pay it off and never own it. The government is your forever landlord because property taxes are always due and are increased whenever authorities want them increased. Every country has serious issues.

If you want more people, will there be more houses to keep up with the increase in people ?\nCondos don't count by the way. This is very surface-level analysis. If you want to dive into why Canada's economy is so uncompetitive you have to look at its constitutional framework. Inter-provincial trade is more difficult in Canada compared to Trade in the states or the EU because NAFTA, and the EU trade agreement are more efficient compared to inter-provincial trade frameworks the senate estimates these barriers cost the economy $150b in GDP per year. By comparison, Australia with a similar constitutional structure to Canada managed to harmonize many of its inter-state/ territory regulations leading to increased GDP growth and has long outperformed the Canadian economy. Furthermore, Canada's indigenous rights framework is far to restrictive in terms of allowing the governments to actually govern. This has cost us billions in FDI in projects tossed out by the courts and projects that will simply never be considered due to political and regulatory risks. \n\nThat said, if Canada wanted to improve this situation without meddling in the constitution one thing they can do is to allow housing to catch up to the population. We have the fewest number of dwelling per capita in the G7 in the highest population growth in the G7. This is a recipe for a housing shortage which ensures that a lot of capital will flow into the housing sector simply because it offers promising returns relative to the risk of operating a business. I believe Canada grew by over 1,000,000 residents in 2022 however we had 240,000 housing starts (4 residents per dwelling) and average house size here is 2.51 residents per dwelling. \n\nThat disconnect between housing starts (see regulatory framework above as to why we can't build enough houses) will just cause more capital to flow to the sectors making the business investment environment worse.

A variation of this is happening in Italy, Sweden, Denmark, Norway,Germany,etc. They took in Muslim, African refugees and gave them housing, medical care and benefits.
