This is a reaction to the potential loss of their student visas, not some jumping the queue scheme. The changes in the student visa system has created this temporary panic. A student who is in second or third year has already spent a lot of money to get an education and then lose that money and not have a degree. The years and money would be lost, then they would have to go through the process again in other country has caused this. When so many immigrants enter a country that its infrastructure can not handle the increased population, people start to be anti-immigration. People who are not the majority race and culture, are easy targets for people who are frightened by the rise of homelessness and crime, and loss of employment. In Canada, even in small rural towns, long established residents see that their children can not find work, or housing, while obvious immigrants are everywhere as waitresses, cashiers, and other unskilled jobs which their children used to do when starting out. On top of that, many Canadians can not find a family doctor, and our healthcare system is strained to the breaking point. People are frightened, and want the government to tighten immigration policies. I think that our government did not consider all the factors when it opened the door so wide for immigration. Now it has to take a step back, and ensure that the infrastructure is in place before immigrants arrive in Canada, not be forever trying to fix the problems after they have caused havoc!

Once your student permit expires, you go back to your country of origin. If you want to apply for PR, this should be done from your home country. Work permits should be suspended while Canada is suffering with job loss. CIC needs stop issuing PR to individules who've overstayed in Canada past their permit expiry, not proceed with the PR file. A few years ago I went to university of Toronto for free dental care, cost me 350. Bucks was waste of my time and money, never in my life I though that a employee of the university believed she had more rights than I, due to loss of my job 40 years I found myself in a very shita situation. I was born in ?? and at your age Alina I left Vancouver and moved to Europe. I too saw no future and no way of having quality of life there. For me, by far, it was the best choice I ever made because the life I have now would never have been achievable, especially in Vancouver.
