Honestly you should have to drive 10 years in Canada with a G class licence and safe record in order to get your AZ. I don’t think deportation is the answer but he should have had to do a longer prison sentence, 2 years community service, never be allowed to drive that class of a vehicle and wait 5 years once released to reapply for a drivers license.
