I had a girlfriend came from Mexico and didn't know any English she put herself through college she had an English book and a book in Spanish and that's how she taught herself English was by taking English only classes and then going home and reading the books in both English and Spanish to understand . My daughter in law came to America, got her visa, green card and international drivers license. She did all that under a year. She does everything expected of her and has not had any problems. She got a real job and has never asked the US Govt to support her in any way. People that do what is expected of them have no issues.
