There are tons of people that come to canada (many just visiting or working) and just stay here rather than go through the proper steps (and get denied) because they know some bleeding heart liberals looking down on them will offer a bunch of them amnesty if they wait long enough and pay off the right people. You don't have to live in toronto very long to meet people who have taken advantage of the system in this way.

Now add on subsidized housing, free health care, the one time setup housing money & the Government covered their transportation cost to Canada. Total $97,200, most of it tax free. It's a heartbreaking situation, but a country has the right to decide who comes in and who doesn't. The places where hard-working, industrious people like Jose come from need to drastically change their societies to capitalize on his talents and provide for a stable future for his children. Perhaps what the US and Canada can do is help train those country's leaders to implement policies that improve their economies like establishing strong property rights, rule of law, free markets, tough measures on crime, etc. But unless you have a Ph.D. in Physics or will start the next Apple computers, we have plenty of unskilled labor here already. Yeah, we're not so awful... I'm American, living in Canada, and honestly, I'm here for my husband, who is Canadian. I absolutely ADORE him. The only thing that annoys me about Canada is the fact they seem to hate diabetics, anyone on a low-carb diet, or anyone who just doesn't want to eat a ton of sugar. In fact I can't get anything sugar-free in a store (simple things, like sugar free coffeemate, sugarfree cake mix) unless I pay, I'm not even lying here, TWENTY TIMES THE PRICE on Amazon, (I'm not paying $85.00 for a 10.2oz canister of coffee creamer... WTF?) That is 3.49USD in any walmart. These people have to be kidding me.
