Retaliatory tarrifs against USA are necessary, but a better impact would be achieved with significant but similar retaliatory increase in sanctions against Putin. In that way, Putin will be more likely to tell his boy to stop the attack against Canada.

There are American banks in Canada. There are not many since they have to follow Canadian rules just like Canadian banks have to follow Canadian rules
