International students are probably willing to pay that much because graduating from a Canadian university is a pathway for them to immigrate to what they still perceive as a great country. Firstly your country has a very stupid policy on international students. All most all of them come there for economic reasons. They enroll in stupid courses which in any case will not contribute to your country. Why can’t you have a system where their attendance in classrooms is kept a track of and any one having less than say 75% is warned and after three warnings sent home. Once they successfully complete their course, they are given six months to stay and then sent back. Keep only the ones who can be of asset to Canada. Else your country will soon become another country like the UK is now.
