Remove the license for international students to work. Their stay in Canada will depend on their entry visa. For example, you have visitor visa, your privileges in Canada is based on term limit of visitation and cannot be change to any status like refugee or family reunification.

Within Europe, I envy the digitalization of the governmental sectors in the Netherlands.\n\nThe skilled workers who may enjoy living here are the people who love the German culture.
