You can cross into the border towns, but if you want to drive further in, you have to pay. \n\nThis is done to eliminate competition, instead of letting the market dictate the pricing. And if you don’t return your permit, you don’t get your deposit back and lose the ability to cross any vehicles for life. Not enough people are being sent back. Also, I don’t feel sorry for them because when my parents came to Canada, they went through the proper channels and filled out all the paperwork they needed to.
