The International students from countries also come to study and they are also given PR's but is not visible due to their numbers. It's the Governments job to make sure and have it in written format that any International student coming for study has to go back and then reapply for a job if available. Also the Visitors, Parents or relatives should be dealt the same way.

This isn't just a white or black thing it's an out of control immigration system where people use loopholes in the system to gain residency.
