Having lived in Alberta for years and being raised in Ontario and then there is no way either should be higher than about 6 and I would put Alberta at 7. BC I would put first. In Alberta you have that nutso conservative premier and party. Ditto in Ontario. Alberta is a one industry province and when oil tanks which it does every few years the province is a wasteland.
