It is not a crime to be undocumented in the US. If said individuals were criminals like rapists and murderers then they should stand trial and pay for their crimes in the US or they can be pardoned through a presidential pardon and released to their home county via proper protocols and not dumped in military panes without permission for military planes to fly in or through such countries. If the country refuses to accept them then it is your fault for releasing such criminals into society. Cuba was under sanctions for many years and they never broke.
