All international intransit passengers dont go through customs at their stop over country. Its an international fact. That is 30000 people who should have been put on a plane and sent back to their country of origin. Law enforcement needs to be hired to find these people and put them on the plane. Another way to help this from happening in the future is through the laws. If you are here on a visa or temporary work permit, you must leave by the date on the permit or visa. Failure to do so will result in immediate deportation from Canada to your country of origin. It will also result in a permanent ban from for life from entry to Canada for any reason. If you have been found to enter Canada illegally for any reason. This will also be a permanent ban from entry to Canada in the future for any reason. The only way to extend a permit or visa is from outside of Canada, just like other countries require Canadians to do under their systems. There has to be a reason for people to follow the rules, and that is the permanent ban and immediate deportation upon failure to follow the rules. Another thing is an person needs to have paperwork to get on an international aircraft going to another country. So why do these people arrive in Canada and now have no paperwork. They must show that paperwork to CBSA or face immediate deportation and a lifetime ban from entering Canada for any reason. People who have followed the rules are fully welcomed to Canada. They should show they are entitled to be here and not break major laws of Canada. If you fail and are convinced of breaking major Canadian laws. The misinterpretation of laws are in direct conflict with early emigration laws in America particularly ‘The Emigration’ Act of 1866 and also naturalization act of 1790 if people keep going back in time using past laws to justify this the more it confuses things. All I know is the intent of the laws need to be accurately interpreted so that it’s clear who they were meant for when they were written because from the way I read and interpret them there is nothing that directly allows for the offspring of illegal and undocumented parents to be granted automatic citizenship. Especially since this is happening while our country actually has immigration laws and a process for them to follow. Some where where in our ‘politics’ this has gotten all screwed up and definitely needs to be fixed.

If the government really wanted to send them back, the easiest way for this to happen would be to freeze any bank account/work permit, asset after visa expires.
