The whole chapter especially Verse 10 says it is part of the punishment we read that God will also take away the ability to read (understand) the holy word because they have disobeyed it for so long. Well the Quran starts off each chapter by saying, 'bismillah' which is in the name of god and then lists 'Muhammad's visions', the 'word of god' in what forms shia law.\n\nShia law is the code which muslims have to live by to be a good muslim and in their eyes a good human being. It lists punishments, codes of practices, rolls of each gender, business and transactions, dispute resolutions, and details the way in which a government and law should be run 'in the name of god'.\n\nUnderstand?
